The report describes how the Region’s 53 Member States came to agree on the set of overarching targets, which are expressed as European averages. This follows a European tradition first put into practice through the Health for All policy and continued in HEALTH21 two decades later. The report describes in detail the methods and baseline for target setting at the European level, as progress on the overarching targets will be reported at this level.
